EMERGENCY MANAGEMENT

Emergency Case: It’s a sudden and big event which threatens the people at school, students and visitors. These events can be not only natural based like (earthquake, flood) but also can happen because of technical reasons or lack of attention ( fire, gas leakage and electrical leakage) This can cause serious damages to the ones who are at school. So for this reason it’s important to have a plan for emergency cases of school, people’s knowledge about how to behave in this situation and to lay the groundwork for the safety of the people who are at school.

 

THE DUTIES AND RESPONSIBILITIES

In our school, the civil defense commission has been constituted for the emergency management and the services of civil defense has been founded. The duties of the commission of civil defense have been mentioned below.

THE MAIN DUTIES OF THE COMMISSION

-          It examines and determines about the organization, equipment, service and precautions that must be done for civil defense and the procedures and principles for planning.

-          It organizes, controls and determines the activities about the equipment of organization, precaution  determined by  plan and  practicing  and completing the education.

-          It organizes the essential coordination and division of labor among the members and units.

The duties of the personnel have been notified as a report. The knowledge of the personnel has been refreshed in every year.

THE CONTROL CENTER AND STAFF SERVICE

The duties of the service:

     -   to get and spread the news of warning and alarm

      -   to conduct the Civil Defense Service

FIRE STATION SERVICE

The duties of the service:

-          to control and extinguish the possible fires

-          to help life saving activities and remove the wreckage

-          to provide and control  precautions against the fire in the state of emergency

FIRST AID SERVICE

The duty of the service:

- to apply first aid to the injured and sick people in natural disasters 

THE RESCUE SERVICE

The duties of the service:

- to rescue the people staying under the debris

- to apply the first aid in process of life savings ( with the first aid service)

- to get rid of the ruins of the destroyed buildings, to destroy tumble down buildings or to prevent to be destroyed

SECURITY AND GUIDANCE SERVICE

The duties of the service:

-  to provide the security of inside and outside places

-  to spot the suspicious people and inform the police about them.

-  to organize and guide the actions of the personnel in case of emergency  according to the demands of the civil defence

SOCIAL WELFARE SERVICE

The duties of the chief:

-  to provide the services of the eating, clothing, accommodation and communication

-  to provide the communication between the people who are far away from their parents and their families

 

TECHNICAL REPAIR SERVICE

The duties of the service chief:

- to repair the electricity, water and sewerage services

EARTHQUAKE

While the earthquake,

- Be calm, don’t panic!

- Don’t try to stand up.

- Don’t use the elevators or stairs.

- Kneel down under the steady stuff.

- Protect your head and neck against the falling things with your back standing against the window.

- Hold a steady stuff until the earthquake comes to an end.

At the end of the tremor,

-  Check the injured people.

- Apply first aid to the ones who need it.

- Turn off the electrical tools.

- Wait for the instructions coming from outside.

- Be prepared for the aftershocks.

After the earthquake,

 - Wait for the damage and loss determination teams to finish their work and give an instruction for the eviction.

- Be calm and quickly leave the building.

- Wait in the place which is dedicated to your class in the green garden.

EMERGENCY ACTION PLAN

In accordance with the scenario below, the following precautions in the event of an earthquake are essential. The earthquake scenario and the required procedures to follow are mentioned step by step below. It is necessary to act in accordance with the following instructions.

 

At the time of an earthquake:

  1. There will be an alarm system or an announcement via megaphone to notify you of an earthquake. 
  2. During the earthquake (for 45 seconds), students, teachers and all the other staff drop to the floor (take the fetal position), cover and hold on.

 

After the Earthquake:

  1. Students take their seats.
  2. Class teachers make a short speech to calm the students and explain the evacuation procedures. 
  3. Teacher opens the classroom door and waits for the evacuation order.
  4. After all checks are made by the vice principals, evacuation order is given loudly.
  5. Classrooms will not move unless an evacuation order is given.

 

EVACUATION:

 

1. The teachers will   wait in front of the class doors.

2. The evacuation will start with the ground floor   continuing to the top floor, starting with the class closest to the stairs, finishing with the farthest class.

  1. The teacher of the class should be at the front and the class president should be at the back, the classes will proceed to the exit   following the directions indicated on the sketch in quick steps.
  2. The last teacher who leaves the first floor shouts: “Second floor, start the evacuation” and the teacher of the first class on the next floor shouts: “Second floor is starting the evacuation.”
  3. The evacuation will be completed according to the instructions stated above.

 

Muster Area Organization :

 

  1. Preschool: in a single line closest to the preschool  building in the green garden
  2. 1st , 2nd,  3rd grades: in a single line in the green garden
  3. 4th and 5th grades: in a single line in the green garden
  4. 6th and 7th grades: in a single line in the green garden
  5. 8th grades: in a single line in the green garden
  6. High School: should stand in two rows in the green garden towards the canteen where High School Hzr. 9th grades will be the closest to the 8th grades
  7. All the class presidents should be at the front of the classes and class vice-presidents should  be at the back of their classes.
  8. Class teachers take the attendance. If there are any missing students,

 the vice principle  should be informed about it.

 

Evacuation Route

 

Preschool – Enterance / Exit Door

1st , 2nd,  3rd grades – Ay  Building Stairs

4th ,6th , 7th grades – Dünya  Building Stairs

5th , 8th grades and High School – Güneş Building Stairs and to the green garden through the canteen

EVACUATION INSTRUCTION

1.DURING THE SHAKE, THE TEACHERS ON DUTY THAT ARE ON THE FLOORS OR THE PEOPLE WHO ARE RESPONSIBLE FOR EMERGENCY EVACUATIONS WILL GIVE COMMAND TO THE STUDENTS TO STAY AND CROUCH DOWN WHERE THEY ARE.

 

2. WHEN THE SHAKE ENDS, STUDENTS WILL STAND UP AND THEY WILL WAIT UNTIL THEY RECEIVE A COMMAND FOR THE EVACUATION.

3.WITH THE EVACUATION FOR GROUND FLOORS, THE TEACHER WILL GIVE A COMMAND TO THE UPSTAIRS “START THE SECOND-FLOOR EVACUATION!”


 

4.  THE EVACUATION WILL OCCUR ACCORDING TO THE INSTRUCTIONS.

5. ALL THE TEACHERS AND THE STAFF MUST ASSIST WITH THE EVACUATION.

6. THE STUDENTS IN THE POOL, THE SPORTS HALL, THE CONFERENCE HALL, THE ART FLOOR AND THE CANTEEN WILL BE DIRECTED TO THE GREEN GARDEN IN THE FASTEST WAY POSSIBLE.

7. EVACUATIONS WILL BE CARRIED OUT BY THE RESPONSIBLE STAFF LOCATED IN THE WORLD, THE SUN AND THE MOON BUILDING STAIRS. THEY WILL BE HOLDING WARNING SIGNS.

 

FIRE

- If you see a flame or smog and smell it, quickly shout fire to the ones who are around you.

- Work the fire alarm out, if it is safe, use the fire extinguisher.

- Quickly leave the fire place.

- When you leave the room, close the door and turn off the lights.

- Inform the principal or vice principal about the situation.

- Leave the fire place according to the rules of the eviction.

- Come together in the meeting point.

- Inform the control centre about the absent students.

- If it is impossible to get out the building, show yourself to the people from the window.

- Proceed by kneeling down or crawling in order not to be poisoned from the smog until the help comes.

- If it is possible try to breath by using a wet towel on your mouth and noise.
